Important Safety Note: The Cosmetic Ingredient Review (CIR) Expert Panel has examined kava-derived ingredients and concluded that the available data are insufficient to support the safety of these ingredients in cosmetics. The FDA issued a consumer advisory in 2002 expressing concern about liver damage in individuals who have ingested kava products. However, the question of whether these ingredients would be substantially absorbed through the skin remains unresolved.
Based on historical use data from marketed products in China, the following maximum safe concentrations have been established for cosmetic use:
- Body creams/lotions: ≤ 1.5%
- Facial toners and sheet masks: ≤ 4.0%
- Emulsions: ≤ 8.0%
- Creams: ≤ 14.0%
- Serums, after-shave products, peel-off/wipes masks: ≤ 16.0%
At these concentrations, under normal, reasonable, and foreseeable conditions of use, the ingredient does not pose potential harm to human health.
